Craftsmen Training Scheme (CTS)
The main objective of this scheme is to provide semi-skilled
workmen to industries. It also helps the jobseekers in improving
their employability in terms of either wage employment or self-employment.
This scheme is implemented in the State through 263 Government owned
Industrial Training Institutes (ITIs) having 1,04,473 sanctioned seats, 126 Grant-in-Aid Industrial
Training Centers (ITCs) & 314 Self Financed ITCs.
Director General of Employment & Training, Ministry of Labour,
Government of India, under the aegis of National Council of Vocational
Training (NCVT), lays down the guidelines for implementation of
CTS. Under this scheme, the duration of various vocational trades
training courses varies between 1 to 3 years. Every week, the trainee
is expected to undergo 28 hours of practical training besides 10
hours of theoretical instruction ( 4 hours for trade theory + 2
hours for workshop calculation + 2 hours for engineering drawing
+ 2 hours for social studies ) and another 4 hours for extra curricular
activities including library studies and physical training.
At the end of the training 80 % attendance is must for appearing
in the examination. Every year, in the months of July and February,
the NCVT conducts All India Trade Test and successful trainees are
awarded National Trade Certificates (NTCs). These certificates are
very useful for the employment in the country as well as abroad.
For the State level courses the Trade Test is conducted by the Gujarat
Council for Vocational Training (GCVT) and Gujarat State Trade certificate

Candidates
interested in taking admissions on reserved seats must submit necessary
certificate for the proof of caste category along with the admission
form. Reservations scheme will be applied as per the Rules & Regulations of Reservations at the time of admission.
Tuition Fee & Caution Money Deposit
Monthly Tuition fees for the trainees of General Category is Rs.100/-
and for O.B.C. Rs.100/-. Fees are collected for six months period.
Students of S.C., S.T. & girls are exempted from tuition fees.
Trainees are required to pay Rs.250/- or as decided by the Government,
at the time of admission, as caution money deposit (CMD). This is
a security deposit against any damages to the Institute’s
property by the trainee. In case of the trainee dropping out or
dropped out of the institute, his CMD is liable to be forfeited.
However, CMD is refunded to those trainees who complete their training
satisfactorily.
Hostel Facility
Subject to the availability of the accommodation, trainees would
be admitted to the hostel according to the rules & regulations.
However, they will have to manage for lodging on their own. Trainees
are also required to pay security deposit of Rs.250/- or as decided
by the management & Rs.50/- service charges for 6 months. Security
deposit is refunded at the time of completion of the course or at
the time of leaving the hostel, whichever is earlier. List of Institutes

Advance
Vocational Training Scheme (AVTS)
In order to keep pace with the rapid changes in the production
technologies and modern equipments employed by the industries; it
becomes necessary to upgrade the skills of the existing workers
on a continuing basis, Advance Vocational Training Scheme has been
introduced. This scheme is functioning at Ahmedabad,
Vadodara,
Surat,
Rajkot
and Ankleshwar
centers of the State and the duration of the training ranges from
2 to 12 weeks.

Objective of the Scheme
The main objective of the scheme is to upgrade existing ITIs into " Centre of Excellence" for producing multi-skilled workforce of world standard by
Introduction of new multi-skilling modular courses as per needs of industry and to provide employable skills. Improvements of physical infrastructure facilities like buildings, equipments etc.

Adoption of new training technology with close involvement of industry and other stakeholders in planning and implementation of training programmes.

Empowering these centres by provide sufficient autonomy in academic, administrative, financial and management matters.

Generating Income and investments for institutional developments.

Introducing short term training programme for industrial /service sector personnel as per specific requirements.

Building up partnership with near by industries and setting up of Institute Management Committees (IMC) to make training wholly demand driven.
Coverage of the Scheme
Under the proposed scheme 37 ITIs of Gujarat, are covered for upgradation as Centre of Excellence w.e.f. August 2005 and onwards in different sectors as under.

Funding Pattern of the Scheme : The funding Pattern for these ITIs are approved by the state Government which is to be shared in ratio of 75:25 by GOI and GOG . In the first instance Rs.300/ Lakhs are sanctioned for Financial Year 2005-06 provisionally, which include Rs.140.60 lakhs for Machinery Equipments, Rs 84.40 Lakhs for honorarium to guest faculty and miscellaneous and Rs.75.00 lakhs for Civil works
Following activities are taken up
- Identification of ITIs by States for upgradation into " Centre of Excellence". A total of 37 ITIs are to taken up at present.
- Identification of sector ( as well as skill areas modules) for upgradation of a particular sector of industry like information Technology , Automobile, Chemical, Electronics etc. available in surrounding areas of selected ITIs.
- Development of syllabus for the proposed courses ( modular multi exit & multi skilling) in consolation with the Stakeholders.
- The courses shall have provisions for vertical and lateral motility of trainees. Identification of requirement of training of trainers and other management personnel(by states) and provide them necessary training .
- Identification of appropriate infrastructure and equipments (by states) and make it to available .
- Identification of requirements of additional staff( on contract / guest faculty) and providing fund for their salary. Providing funds for training material and other misc. exp in view of the requirement of States.
- Developing the mechanism for skill testing and certification by industry / industry Associations.
Under the Scheme

The location of ITIs to be upgraded as " Centre of Excellence" will be identified in consultation with the respective State Governments

The training courses to be taken up in the " Centre of Excellence " will cater to meet the skill demands of particular sector of Industry like Information technology, Automobile, Chemical, Electronics etc available in surrounding areas of the selected ITIs.

In case of a particular ITI selected for upgradation in IT sector is presently having trades like COPA and ITESM may be utilized by Centres of Excellence. Additional identified infrastructure will be provided to Centre of Excellence as per provision of scheme. ITI may however continue to organize training in other existing trades.

The Centre of Excellence will be Nodal/Apex Institute in the State for particular sector and will provide necessary assistance including training / retaining of trainers.

In case a particular sector is taken up in two " Centre of Excellence" then these Centre of Excellence will cater to the ITIs in specific geographical area of the State.

The structure of those course to be offered will be as follows:
- Broad basic multi-skill courses on modular pattern instead of conventional trade related courses.
- Short term courses as per need of industry would be offered after the broad based training
- Training / retraining of trainers of ITIs
- Multi-entry and multi-exit flexible courses
- lateral and vertical mobility of trainees
The new training technology to be adopted in the " Centre of Excellence" for imparting training will have following features.
- Focus on level of competencies to enable the individual to attain qualification for performing a job with the desired precision.
- Emphasis on learning through use of computers.
- The level of competencies of the courses will be determined in consultation with the industry as per their demand.
- The skill standards for the certification of the competencies would be developed as per the demand of the industry keeping in view the competency standard prescribed by advanced countries such as NVQS developed by Australia, UK.
- The testing and certification would be done jointly by industry and Government to avoid the gap between skill requirements and competency levels attained by the trainees. All India Trade Test under the aegis of NCVT will be organized for the broad based basic training and some selected modules to have uniformity in the syllabus and also to provide mobility to the trainees. The industry associations of the particular areas should actively involve in evaluation of the skill of trainees at the end of the training period. The theory part can be taken up the ITI/Government. A mechanism for joint certification ( or two certificates- one from industry and one from institute) needs to be developed.
What is Expected from Industry ?
If we consider skilled manpower as one of the raw material for the industry, then ITIs are producing the said raw material. In case the raw material is not of the required standard, then the industry will face difficulty in producing quality goods and this will affect their market. Industry should therefore, come forward in big way and actively participate in the skill development activities. Industry to participate actively right from the identification of training areas to evaluation of trainees.

VOCATIONAL TRAINING SERVICES
In Gujarat State, more than 7,00,000 students annually appear for Secondary School Certificate (SSC) and Higher Secondary School Certificate (HSC)(Std. 10th & 12th respectively) examinations.All of these students constitute the prospective workforce and are also the jobseekers and their skills would be the required for productive investments in the industries and services sectors in the state. Therefore, vocational training is must for such prospective workforce of the nation. DET’s Training Wing has various schemes for the benefit of the jobseekers. These schemes aim at providing vocational training to the jobseekers so as to improve their employability. Details of such schemes are as following:

Training Programmes
The levels of vocational skills
in the labour force in India compare poorly with the position in
other countries. Only 5% of the Indian labour force in the age group
20-24 has vocational skills as against 60-80% in the industrialized
countries. Few important conclusions, which emerge from the World
Employment Report 1998-99, are such as the limited demand for unskilled
and less skilled labour, increase in demand for skilled labour on
account of technological developments etc. Therefore, expansion
of vocational training facilities in the emerging areas of employment
has been recognized as an important strategy. Accordingly, DET has
started 3-month duration computer related training programmes in
several ITIs in the state (See
Institute List). All registered jobseekers, if interested,
are entitled to get admissions in such courses subject to the applicable
admission terms and conditions.
