An Independent Evaluation of the Citizen's Charter by the National Productivity Council ( Commissioned by General Administration Department, Government of Gujarat) found that out of 45 Heads of Departments, our Directorate was rated among the First Four Heads of Departments in Gujarat State. Further, evaluation of Citizen's Charter at district level has rated 3 of our Dirstrict Offices (Gandhinagar,Mehsana and Palanpur) amongst the Best FIVE Government Offices in Gujarat State.

Citizen's Charter


This Citizen Charter aims at enhancing the responsiveness and the effectiveness of the services delivered by the Directorate of Employment and Training (DET) to the people of Gujarat State. With this charter, we also hope that our administration would become more people friendly.



  • To bring the rural/urban youths of the state in the mainstream of economic/social development by imparting them vocational training through Industrial Training Institutes (ITIs).

  • To train the workers in the latest technological skills so as to meet the requirements of Indian Industries in the globalising economy.

  • To enhance the employment and self-employment potential of the jobseekers by providing them vocational training in accordance with the skills required by the industries.

  • To make trained workers available according to the local industrial demand.

  • To impart training to the apprentices by using training facilities available in the industries and also to regulate the same.

  • To cater to the needs of local youths for industrial training by making facilities available at Taluka level and if needed, also to encourage setting up of grant-in-aid ITIs.

  • In order to enhance the technical knowledge/ skills of the Industrial Workers, full time/ part time training courses would be organized at Advanced Vocational Training Centers.

  • To enhance the employment/ self-employment potential of the youths, especially the educated unemployed youths of the state by imparting them skills through short-term training programmes.

  • To guide and help the jobseekers in placement.

  • To act as a link between jobseekers and the employers and to provide employment services to them.

  • To assess and project the demand and supply of manpower in the state.

  • To provide career counseling and vocation guidance to the school/ college students.

  • To ensure speedy, timely and just disposal of the grievances.

  • To have an amicable attitude towards applicants.

  • To ensure transparency and integrity in the administration.

  • To establish quality administration.

  • To sensitise administration to people’s aspirations.


  • Offices under this department shall remain open from 10-30 a.m. to 18-10 p.m. on all the working days.

  • Any applicant visiting the offices can meet the officers.

  • All Visitors shall be attended politely and discreetly.

  • Any applicant can represent his grievances to the head of the office.

  • Applicants can drop their suggestions/ grievances in the Complaint Boxes kept in each office and they have a right to remain present as and when the Complaint box is opened in presence of responsible officer.

  • Every decision along with reasons there of, shall be conveyed to the applicant.

  • Every communication shall be in simple and polite language.

  • All complaints pertaining to the administrative reforms and employee’s attitude shall be considered on priority.

  • Responsible Officer/head of the offices of each office shall take up the complaints of the applicants and dispose of the same.

  • Any informant’s name who provides information on irregularities, corruptions and malpractices to the head of the offices shall not be disclosed, if he wishes so.

  • Necessary actions shall be taken on the messages received on telephone, fax, etc.

  • Any applicant can meet the head of the office during 11 a.m. to 2 p.m. on any working day in the respective office.

  • Suggestions are invited from the people/applicants regarding the arrangements made for the disposal of public grievances.


  • We are at your service and we hope and wish to get your for fullest co-operation at all times.

  • Kindly provide and submit all requisite documents, certificates, proofs and other details in time to the Administration.

  • In order to ensure that the officers/ employees discharge their duty without fear or favour, we expect that there shall be no external interference/ pressures regarding their transfers/ postings.

  • In order to ensure that decisions are taken on merit and as per the stipulated rule and regulations, we expect that the administration shall not be subjected to any pulls and pressures.

  • In order to ensure smooth implementation of this charter, we expect full co-operation from applicants, institutions and officers of other departments and dignitaries.

  • While interacting with the officers and the employees, the visitors are expected to behave in polite and discreet manner. 


Employment and Training Department is meant to serve the trainees and the jobseekers and the procedure so followed would be convenient to them.

Every application shall be issued an acknowledgement receipt.

Various stages and the time limits for disposal of the representation/ grievances shall be intimated.

All kinds of information, guidance and associated application forms shall be provided on the spot.

Time limit has been stipulated for the disposal of each set of application.

Every application should be accompanied with what kinds of proofs/ certificates, shall be conveyed in a convenient and applicant friendly manner.

With an object of providing prompt services regarding admission to the ITIs, examination, apprenticeship training scheme, etc. these procedures have been fully computerized. Hence, accurate and speedy information can be obtained by giving examination seat number, registration number, form number, etc.

Complaint/suggestion box is placed in every office and from time to time it is opened in presence of responsible officers and they undertake the procedure for the disposal of the complaints.

Information on any subject and to the extent useful to the applicant but not prejudicial to the interests of the state shall be provided to him.

Internal reviews shall be taken up regarding the time limits, quality of decisions and any information, which has been denied.
Adequate publicity of the schematic information useful to the applicants shall be made.

Employment and Training department is committed for strict and forthright implementation of this charter.

Most of the functions of the Employment Exchanges have been computerised. Booklets regarding the activities of the Employment and Training Department have been published.

Training Wing’s Activities


The training of one to two years duration is imparted in 64 trades, through 129 ITIs, 92 Grant-in-aid ITIs and 20 Technical Schools in the state.  National Trade Certificate is issued through the Director General of Employment & Training (DGE&T) to the successful trainees who pass the exams in the 40 trades under the National Council of Vocational Training (NCVT).  State Trade Certificate is also issued through State Council Vocational Training (SCVT) for 24 trades at state level. One third of the trainees are given stipend during the training as per the rules, which varies from Rs.100 to 150 per month at present.


Entrance qualifications for the admission in various trades are from Std 7th to 12th standard. After the declaration of the SSC results, admission procedure commences by giving advertisement in the newspapers and thereafter fully computerised admission process is undertaken.

ITI trade courses are quite useful for obtaining job in the industries as well as for self-employment and National Trade Certificate may be recognised for placements at abroad.


There is a provision in the Apprentice Act, 1961 for providing on the job training to the youths on the production lines in the industrial units/factories.  Theoretical inputs are provided on a weekly basis at ITIs/ other centers.  The training period various from 1 to 4 years in various trades and during the training period the apprentice is entitled for stipend at following rates:

The recruitment of apprentices is taken up twice a year i.e. from 1st February to 15th April and from 1st August to 15th October.  At present there are more than 24,000 seats allotted to about 5400 industrial units at the different locations in the state under this scheme.  At the end of apprenticeship training, the national level examinations are held and National Apprenticeship Certificates are issued to the successful apprentices.  This certificate may be recognised at abroad too.  Detailed information/ guidance on this scheme will be available at all ITIs, Employment Offices or any other office of this department.




With a view to upgrade the skills of existing industrial work force, modular courses of the duration of 2 to 12 week are conducted at Advanced Vocational Training Centers at Ahmedabad, Vadodara, Rajkot and Surat.  These courses are conducted through out the year.


Under Private-Public partnership scheme, Short Term Courses are conducted to enhance the skills of the jobseekers having S.S.C. or above qualification. These courses aim at improving the employability potentials of the jobseekers.  


Keeping in mind the working hours of the industrial workers, part-time evening classes are arranged at ITIs to provide vocational training to the industrial workers.



Industrial Workers Training Centers have been established at Vadodara, Ahmedabad and Rajkot to cater to the training needs of the worker INDUSTRIAL WORKERS TRAINING CENTERSs of the industrial units.


Employment Wing’s Activities



1.  Jobseekers, if present in person, can get themselves registered at employment office.

2.  Jobseekers can renew his registration by post too. Upon expiry, the registration can be renewed for further period on any of the working day as shown in the registration card.

3.  The registration of the jobseeker is liable to be cancelled in the following circumstances.


a) Continuous three absents, even after receiving call letters from this office.

b) The name of the jobseeker is included in the list of candidates given to the employer and he/she remains absent in three interviews, continuously.

c) After confirming with this office to remain present in the interview and thereafter remains absent in the interview.

d) Once selected and appointed the jobseeker does not report for duty.

e) Fails to renew his/ her registration within stipulated time limit.

4.  Once the name is registered with this office it shall be in the interest of the candidate that he gets his additional educational qualification and experience registered with this office and the seniority in these regard shall be considered from the date of registration of such qualifications or experiences. For the purpose of such registration original certificate of qualifications or experience shall have to be presented.

5.  Non-Gujarati candidate shall have to submit the certificate of the Mamlatdar to the effect that he/she is residing in Gujarat for last three years.

6.   If the candidate migrates to other district after registration, he can get his registration transferred to the new district and his seniority shall be considered on the basis of original seniority.




1.  In order to enhance employability and ensure speedy placement to the jobseeker, Vocational guidance services are also provided at the employment offices. Literature on vocational guidance along with various periodical relating to job vacancies is kept in the Vocational Information Library of the Employment Office.

2.  Apart from the recruitment through employment offices, other agencies undertake recruitments process through advertisements in the news papers and the details of these are as follows:-

a) Gujarat Subordinate Services Selection Board, Gandhinagar.

b) District Panchayat Services Selection Committee.

c) Narmada Yojana Selection Committee, Vadodara.

d) Departmental Selection Committee (State Level).

e) Gujarat Public Service Commission (Ahmedabad).

f) Banking Service Recruitment Board (Ahmedabad/ Vadodara).

g) Post and Telegraph Department.

h) Staff Selection Commission (New Delhi).

i) Railway Service Commission (Church Gate/Mumbai).

j) Union Public Service Commission (New Delhi).

3.  Cases of those registered jobseekers who have been waiting for placement call since long are reviewed and they are counseled individually.

4.   In co-operation with DET, the Information Department of the state brings out "Rojgar Samachar" in Gujarati language. Job vacancy advertisements and articles on vocational guidance are also published in this magazine.  Subscription of this magazine is also accepted at Information department’s district offices too.

5.  Employment opportunities in the public sector are limited and therefore the jobseekers are advised to contact Employment Officer (Vocational Guidance) for obtaining information, literature and guidance in respect of self-employment ventures.

6. Jobseekers interested in the self-employment schemes are also registered separately at the employment offices and the information on different types of loan/subsidies is made available to them.

7.   Though the jobseeker might have opted for Self-employment his name would continue on the live register for two years.

8.  Officers/Employees of the district employment offices remain present at various taluka head quarters on the pre announced days assigned to the particular taluka for accepting new registrations, renewals and provide vocational guidance.  The detailed programme thereof is also displayed on the notice boards of each district offices.



1.     Employment Office is responsible for implementation of the Compulsory Notification of Vacancies Act-1959.

2.    Private employers engaging 25 or more employees and all the employers of public sectors and public sector undertaking are required to furnish Employment Returns (ER-I) statements quarterly to the employment offices, which is mandatory as per the provisions of the aforesaid law.

3.  Employers are required to submit ER-II return every two years under the provision of the abovementioned Act.

4.    Non-submission of these returns would constitute a criminal offence and therefore, a case can be filed in the court of law under the provisions of the act.

5.     State level employment scenario is worked out on the basis of the analysis of E.R. statement.

6.   Report on employment market information provides the details on the increase in employment opportunities in various fields, decrease in employment, new horizons of employment, etc.

7.  Such reports are prepared at state as well as district levels and students in schools/collages, planners, researchers, planners, economists and social scientists etc. make extensive use these reports.

8.    These reports are very much useful in providing career and vocational guidance.

9.    On the basis of this report, the information regarding the number of employees in public and private sectors as well as number of employees working in different cadres, can be obtained.  


1.     Employment Offices provide guidance and motivation for self-employment to the jobseekers.

2.   Employment Offices co-ordinate information on various self-employment schemes run by various departments, and provides their details to the jobseekers.

3.     Employment offices also organise self-employment camps at taluka level.

4.   Officers/representatives of the various departments are invited at the taluka level self-employment camps and they provide information regarding various schemes of their department to the jobseekers.

5.     Literature, Charts, Posters, Pamphlets, etc. on this subject are displayed in exhibition.

6.     If the candidate seeking self-employment requires training, the information regarding the availability of such training is also provided.

7.   All self-employment oriented schemes are co-ordinated under the banner of Pandit Dindayal Sankalit Swavlamban yojana in the selected 51 Talukas and jobseekers are motivated to undertake self-employment ventures.  



This scheme is based on the ideas of 'Gram Swaraj' of Mahatma Gandhi and "Ekatma Manavtavad” of Pandit Dindayal.  This scheme is implemented for the educated jobseekers (S.S.C. and H.S.C.) in the selected 51 talukas.  A total 45460 jobseekers have been targeted under this scheme.  The purpose of this scheme is to impart skills through training and make the jobseeker independent through self-employment.  

This scheme is not a stand-alone scheme of self-employment. Instead, as mentioned earlier, various schemes of different department of the government are coordinated fund is provided to the jobseeker for setting up self owned small businesses/ enterprises through nationalised and cooperative banks and other agencies providing financial aids in this regard.  This is an innovative experimental approach of the state government towards the redressal of unemployment problem.  With the sole purpose of minimising unemployment amongst registered educated jobseekers in these 51 talukas, a survey has been taken up.  In case the jobseeker is interested in acquiring technical skills, the same are also provided to him in the ITIs.


With a view to provide employment opportunities to the local candidates in the industrial establishments situated in the industrial complexes, Industrial recruitment campaigns are taken up by adopting innovative approach by the employment offices in the state.  Industrial recruitment campaigns have also been given priority in the Economic Reform Programmes of the Hon’ble Chief Minister. Recruitment campaigns at a small scale are arranged every month at district and taluka level. Thus Employment Offices provide common platform free of cost to the employer and the jobseekers, in which the industrial estates, District Industries Centers, ITIs, etc. also give their cooperation.


The aim of this scheme is to be helpful to the jobseekers in attending the interview. The jobseekers are required to attend written/oral interview conducted by the employers.  Most of the jobseekers registered in the employment offices are unable to afford even the bus fare, and hence they avoid attending interview. So, this scheme of providing fare to the candidate for attending the interview has been commenced.  

S.T. fare in the form of coupon is given to the candidates attending interview conducted by the employer on the recommendation of the employment offices.  

The benefit of this scheme is admissible for the interviews held on recommendations of the employment offices and that also within the State of Gujarat only.  It shall be admissible to the candidates registered and recommended by this office, irrespective of the castes or the annual income of the parents.  The benefits of this scheme shall not be admissible to the candidates attending the interviews in respect of job vacancies available through open advertisements or any other sources.  

This benefit shall not be given in cash, but in the form of S.T. coupon. As per the vacancies notified, Employment office shall send list of recommended candidates to the employer.  After receiving the list the employer shall decide the date of interview and intimate the date, time and place of interview to the respective employment offices before the fortnight of the date of interview, along with S.T. coupons, which shall be used for attending the interview to and fro.  


This scheme is for students studying in the schools and colleges in rural and urban areas.  A Total of 2000 career corners i.e. 1705 for schools and 295 for colleges have been sanctioned under this scheme. Detailed information in this regard shall be available from the nearby employment offices. Under this schemes vocational guidance volunteers are selected from amongst the teachers of the educational institution and they render vocational guidance services to the students of the concerned institution.  Honorarium is given to the volunteering teachers for this purpose.  The employment office also keeps constant touch with the volunteering teachers taking up such activities of the career corner.  Together, they arrange career discourses, parents meeting, seminar, etc. For smooth and effective functioning of the career corners, literature related career, Employment News and other relevant magazines are also provided.  


According to the guidelines of new industrial policy, units availing incentives under Industrial Investment Incentive Scheme 1990-95, it was mandatory for such units to appoint a minimum of 50% staff from amongst the local population in both the managerial and supervisory posts.  The implementation of this scheme was under taken by the Industries Department.  For this purpose, outsiders who are residing in the state for minimum 15 years are considered domicile.  

Since 1.4.1995, new employment policy has been under implementation vide Govt. Resolution of Labour and Employment Department, No.EMP/1095/644/2(2), dated 31/3/95.  According to this resolution all the industries availing the incentives benefits of the govt. shall employ

o      minimum 85% of local people in the worker category; and

o      minimum 60% local people in the managerial and supervisory category.  

And this scheme shall come in to effect from the date of the issuance of the resolution.  

According to the provision of this resolution the Industry Commissioner shall implement the policy in respect of the industries availing incentive benefits. On the other hand, implementation of this policy in respect of those units, which do not avail any incentive benefits, shall be monitored by the Employment & Training Department.  


Considering the reservation quota of 30% for women in the state Government and relaxation in the Age limit for five years in state Government Services for women, the state government has started two employment exchanges exclusively for women at Ahmedabad and Jamnagar from year 2007-08. These Employment Exchanges also give vocational guidance and counseling to the women candidates.  


A scheme of national and state awards for disabled is under implementation for the best employed disabled, self-employed disabled, best employer of the disabled persons and placement officers working for the placement of the disabled persons.  These awards are given annually.
